A key aim of J21 is to contribute towards the economic well being of Oldham & Rochdale by helping local firms secure contracts on publicly funded projects. In Rochdale, the construction sector employs approximately 5,300 workers (source: Annual Business Inquiry); this is a larger proportion than the North West average. J21 are committed to sustaining high levels of employment within the local construction sector and aim to expand the labour market to meet incoming demand.
Over the past 20 years, changes in tax legislation has increased the use of labour only subcontractors, resulting in an itinerant, highly mobile workforce that are prepared to travel the width and breadth of the country to secure work. Developers and management contractors undertaking the majority of public sector contracts have well established supply-chains; this precludes competent suppliers based within the locality of a project.
To counter this, in an attempt to retain maximum value within the boroughs, J21 have developed a dedicated local construction directory, to promote local construction businesses. Thankfully, principal contractors such as Bullock and developers such as Wilson Bowden, have successfully utilised local suppliers on major schemes.
The businesses contained in this directory have been selected on their capability and track record of delivering packages and full projects on behalf of public and private sector employers. Most belong to industry associations and possess relevant industry accreditations such as CHAS or Construction Line.
